Tier on Tier Shutters allow you to open the top section of shutters independently from the bottom section. These are also referred to as Top Opening Shutters. This style of shutters can look great on large, tall windows and particularly when you're looking for increased privacy in the bottom of the window, but still want to let light in. 

However, please note that tier on tier shutters only work for windows that are taller than they are wide. This is due to the horizontal T Post.
